Q: Discuss the impact of climate change on women. Also highlight the role of women in mitigating the effects of climate change.

Answer:

The impact of Climate change is felt across the various groups and communities, however, it is disproportionately higher to women owing to huge dependence on natural resource, high poverty level, lack of access to basic amenities etc.. The in extreme climate events such as floods and droughts will have greater impact on Women especially who are poor which can also create devastating effects on socio-economic conditions.
 

Impact of climate change on women

1. Increased gender inequality: women are more dependent on livelihood such as fishing, agriculture, horticulture etc. which are threatened by climate change. Increase in climate change events will decrease the productivity and income of women thereby increasing the level of gender inequality.
2. Women displacement: climate change related events such as droughts and floods makes the place unhabitable that can lead to displacement of group of people living in vulnerable region. However, women are more likely to be affected by this. For e.g., based on UN estimates, 80% of people displaced by climate change are women.
3. Long distance travels: Women are also more affected by drought and water shortages, often bearing the burden of having to spend significant time travelling to distant water resources and returning home to provide water for their families. In East Africa, drought has resulted in pastoral farmers having to travel significantly further to find water.
4. Lack of Food security: climate change reduces the productivity of Agriculture that can threaten global food security. Girls are more likely than boys to be provided with less food during times of food scarcity, thus making them more susceptible to malnutrition and diseases, particularly vector-borne diseases that are made more prevalent by climate change.
5. Sexual assaults: In the aftermath of disasters, women are more likely to be sexually assaulted, to be victims of violence and to face other human rights violations.

Role of women in mitigating the effects of climate change

1. women have historically developed knowledge and skills related to water harvesting and storage, food preservation and rationing, and natural resource management. This traditional knowledge can be harnessed to reduce vulnerability. In Africa, for example, old women represent wisdom pools with their inherited knowledge and expertise related to early warnings and mitigating the impacts of disasters.
2. Women groups such as Self-help groups can be leveraged to in promoting education and skills that can help in developing adaptation strategies against climate change.
3. Women can act as a first respondent in community responses to natural disasters and contribute to post recovery needs of their communities.
4. Climate investments can be advanced through grassroot women’s organization.
    

Way forward

1. Adaptation initiatives should identify and address gender-specific impacts of climate change particularly in areas related to water, food security, agriculture, energy, health, disaster management, and conflict.
2. Women's priorities and needs must be reflected in the development planning and funding. Women should be part of the decision making at national and local levels regarding allocation of resources for climate change initiatives. It is also important to ensure gender-sensitive investments in programmes for adaptation, mitigation, technology transfer and capacity building.
3. Funding organizations and donors should also take into account women-specific circumstances when developing and introducing technologies related to climate change adaptation and to try their best to remove the economic, social and cultural barriers that could constraint women from benefiting and making use of them.

Women are still a largely untapped resource. Restricted land rights, lack of access to financial resources, training and technology, and limited access to political decision-making spheres often prevent them from playing a full role in tackling climate change. Despite women being disproportionately affected by climate change, they are crucial to climate change adaptation and mitigation and must be involved in decision making.

2. महिला विस्थापन: जलवायु परिवर्तन से संबंधित घटनाएं जैसे सूखा और बाढ़ उस जगह को रहने योग्य नहीं बनाती हैं, जिससे संवेदनशील क्षेत्र में रहने वाले लोगों के समूह का विस्थापन हो सकता है। हालांकि, इससे महिलाओं के प्रभावित होने की संभावना अधिक होती है। उदाहरण के लिए, संयुक्त राष्ट्र के अनुमानों के आधार पर, जलवायु परिवर्तन से विस्थापित होने वाले लोगों में 80% महिलाएं हैं।

2. शिक्षा और कौशल को बढ़ावा देने के लिए स्वयं सहायता समूहों जैसे महिला समूहों का लाभ उठाया जा सकता है, जो जलवायु परिवर्तन के खिलाफ अनुकूलन रणनीति विकसित करने में मदद कर सकते हैं।

2. महिलाओं की प्राथमिकताएं और जरूरतें विकास योजना और वित्त पोषण में परिलक्षित होनी चाहिए। महिलाओं को जलवायु परिवर्तन की पहल के लिए संसाधनों के आवंटन के संबंध में राष्ट्रीय और स्थानीय स्तर पर निर्णय लेने का हिस्सा होना चाहिए। अनुकूलन, न्यूनीकरण, प्रौद्योगिकी हस्तांतरण और क्षमता निर्माण के लिए कार्यक्रमों में लिंग-संवेदनशील निवेश सुनिश्चित करना भी महत्वपूर्ण है।
3. वित्त पोषण करने वाले संगठनों और दाताओं को जलवायु परिवर्तन अनुकूलन से संबंधित प्रौद्योगिकियों को विकसित और शुरू करते समय महिला-विशिष्ट परिस्थितियों को भी ध्यान में रखना चाहिए और उन आर्थिक, सामाजिक और सांस्कृतिक बाधाओं को दूर करने के लिए अपना सर्वश्रेष्ठ प्रयास करना चाहिए जो महिलाओं को लाभ उठाने और उनका उपयोग करने से रोक सकते हैं।

महिलाएं अभी भी एक बड़े पैमाने पर अप्रयुक्त मानव-संसाधन हैं। प्रतिबंधित भूमि अधिकार, वित्तीय संसाधनों, प्रशिक्षण और प्रौद्योगिकी तक पहुंच की कमी, और राजनीतिक निर्णय लेने वाले क्षेत्रों तक सीमित पहुंच अक्सर उन्हें जलवायु परिवर्तन से निपटने में पूर्ण भूमिका निभाने से रोकती है। महिलाएं जलवायु परिवर्तन से असमान रूप से प्रभावित होने के बावजूद जलवायु के लिए महत्वपूर्ण हैं।
