Background Of Agnipath Scheme UPSC

A new defence recruitment model called Agnipath would let "patriotic and motivated" young people enlist in the military for a four-year term. The idea is to use a biannual exercise spaced six months apart to recruit between 45,000 and 50,000 personnel below officer rank in each of the three services (Army, Navy & Airforce). The soldiers hired under the Agnipath programme will be referred to as "Agniveers." This will prepare the young of the country and bolster national security.

Introduction Of Agnipath Scheme UPSC

From now on, this programme will be the only way to recruit soldiers for the Indian Navy, Air Force, and Armed Forces, the three defence services. Agniveers will be enrolled in all three services via a centralised online system, in addition to campus interviews and special rallies at accredited technical institutions like the National Skills Qualifications Framework and the Industrial Training Institutes. The Model is predicated on an all-Indian selection procedure that is merit-based.Only 25% of the batch, though, will be rehired into their respective services after four years, for a total of fifteen years.

Need for Agnipath Scheme

  • Internal Security: The program's primary goal is to equip the Army with the means to fight in all types of future conflicts and to meet a variety of challenges.
  • Rationalise Costs: The plan will reduce the annual revenue and pension bill, which makes up ₹ 5.2 lakh crore, or half of the defence budget.
  • Modernise: making the armed forces youthful, tech-savvy, and modern.
  • Youth: will reduce the average age profile of military personnel from the current 32 years to 24–26 years.
  • Exposure to the military: for a larger population.
  • Workforce with discipline: It offers the country a sizable pool of workers with a variety of skill sets.
  • Reformed Indians: In addition to improving physical fitness, this programme will instill rule-abiding citizenship and elevate citizens above limited regional and sectarian perspectives.
  • Reservists: They can be called upon at times of emergency particularly staff shortage.
  • Employment: Increased jobs with 40% of the staff being hired via this channel.

Features

  • Training: The six months of training will be followed by a period of service for the recruits.
  • Eligibility: A soldier's age must be between 17 and 20 years and qualified class 10 & 12.
  • Pay: Base pay is 30,000 excluding other allowances.
  • Completion Benefits: Upon completion of service, they will receive between Rs. 11 lakh and Rs. 12 lakh, inclusive of interest and contribution, under the income tax-exempt "Seva Nidhi" package. Together with a matching government contribution, recruits will be required to contribute 30% of their monthly emoluments to Seva Nidhi.
  • Continued Employment: A quarter of these new recruits will be re-inducted into the military and serve in non-officer roles for a full 15 years.
  • Under this scheme, there will be no pension benefits or gratuities.
  • Life Insurance: They will receive ₹48 lakh in non-contributory life insurance coverage during service
  • Compensation of upto Rs 1 crore has been provided for death or permanent disability resulting from work-related injuries.
  • Parallel Employment: They might be selected ahead of others for different positions in different government agencies.
  • Enable Future Employment: will aid in the rehabilitation of troops who leave the military after four years. They will receive bridge courses and skill certificates as part of a "whole of government" approach. The goal will be to foster entrepreneurship.

Agnipath Scheme Criticism

  • Difficult to Find Another Job: Trained armed forces personnel might have a tough time finding employment in civil after merely 4 years.
  • Training Could Go Unused: Re-training after every 4 years will lead to losing quality workforce.
  • No Pension Benefit: Leaving them exposed to vagaries.

Similar programmes in other nations

  • Voluntary tour of duty: Depending on the requirements of the military and the branch of service, tours of voluntary duty in the USA can last anywhere from six to nine months to a full year.
  • Required military service (also known as conscription): Israel, Norway, North Korea, Singapore and Sweden are among the nations that use this practice.

Conclusion For Agnipath Scheme UPSC

The Agnipath scheme allows the youth of this country, both boys and girls in the age bracket 17-20 to transform their lives by joining the Indian Armed Forces (Army, Navy, Air Force). They will be in service for 4 years and then receive lumpsum entitlement at time of termination and support to skill and find another job. 1/4th of them will also be absorbed in the Army itself for 15 years of service. This programme undoubtedly represents a significant transformation in India's defense recruitment landscape. While proponents highlight its potential to create a younger, fitter, and more cost-effective military, concerns regarding the future prospects and social integration of ex-Agniveers remain unaddressed.
